The Grassroots Investment Summit 2026 is Nigeria’s national platform for directing private, institutional, and development capital toward the country’s 774 Local Governments. Co-hosted by the Nigeria Governors’ Forum and the Federal Ministry of Finance, GIS 2026 brings together heads of state, global investors, development finance institutions, and private sector leaders to unlock a $5–10 billion investment pipeline at the grassroots level.
This is not a conference. It is a structured pipeline system: LG Projects → Structuring → Investors → Execution. Delegates leave with signed MOUs, deal room commitments, and pre-qualified investment-ready projects from across Nigeria’s 774 local governments.
Nigeria’s 774 Local Governments are home to the vast majority of the country’s population, agricultural land, natural resources, and untapped economic potential. Yet they receive a fraction of the development and private capital that flows into the country annually.
The Grassroots Investment Summit exists to close that gap — systematically. GIS functions as a pipeline: surfacing and structuring investable LG projects, connecting them with the right capital partners, and driving execution through signed agreements and institutional commitments.
The GIS 2026 programme is strategically structured around Nigeria’s most critical local government investment frontiers, bringing together policy leaders, investors, development institutions, and private sector stakeholders to unlock scalable opportunities across infrastructure, agriculture, manufacturing, energy, and digital transformation.

GIS 2026 brings together over 1,000 Nigerian, regional, and international participants across government, finance, and industry. Delegates include Heads of State and senior government officials, CEOs and board chairmen of leading African and global corporations, governors and local government executives, fund managers and development finance institution representatives, project developers and technical professionals, and legal and compliance specialists in investment and infrastructure.
The GIS 2026 Deal Room is the summit’s centrepiece commercial event. Over 100 pre-qualified, investment-ready projects sourced from Nigeria’s 774 Local Governments are presented to a curated room of institutional investors, development finance institutions, and private equity partners in structured sessions culminating in on-site MOU signings and deal commitments.
Projects are pre-screened by GIS Technical Advisers including the African International Chamber of Commerce and Industry (AICCI), the All Africa Association for SMEs (AAASME), and Omai Capital Limited. The Deal Room is facilitated by Wale Olusi, Director of Deals Advisory, PwC.
Nigeria’s 774 Local Governments collectively represent the largest single frontier of untapped investment opportunity in Africa. They hold agricultural land, mineral resources, consumer populations, and logistical corridors — yet have historically been bypassed by both domestic and international capital markets.
At the same time, Nigeria’s federal fiscal architecture is evolving. Recent supreme court rulings on LG financial autonomy, combined with the federal government’s push for subnational investment-readiness, have created a once-in-a-generation opening for structured capital deployment at the grassroots level.
GIS 2026 is the platform that converts that opening into bankable transactions.
